| 1 いずれの締約国も、改正を提案し及び改正案を国際連合事務総長に提出することができる。同事務総長は、直ちに、締約国に対し、その改正案を送付するものとし、締約国による改正案の審議及び投票のための締約国の会議の開催についての賛否を示すよう要請する。その送付の日から4箇月以内に締約国の3分の1以上が会議の開催に賛成する場合には、同事務総長は、国際連合の主催の下に会議を招集する。会議において出席しかつ投票する締約国の過半数によって採択された改正案は、承認のため、国際連合総会に提出する。 | 1. 1. Any State Party may propose an amendment and file it with the Secretary-General of the United Nations. The Secretary-General shall thereupon communicate the proposed amendment to States Parties, with a request that they indicate whether they favour a conference of States Parties for the purpose of considering and voting upon the proposals. In the event that, within four months from the date of such communication, at least one third of the States Parties favour such a conference, the Secretary-General shall convene the conference under the auspices of the United Nations. Any amendment adopted by a majority of States Parties present and voting at the conference shall be submitted to the General Assembly for approval. |
